The Franklin County seat on Tims Ford Lake
Winchester, TN: Homes and Town Guide
Winchester comes up often when people searching around Manchester and Tullahoma want to be close to Tims Ford Lake or to Arnold Air Force Base. It is the county seat of Franklin County, just south of Coffee County. Here is a straightforward guide for buyers and sellers.
Where Winchester is
Arnold Air Force Base describes Manchester, Tullahoma and Winchester as a triangle of cities around the base, which straddles Coffee and Franklin counties. Manchester and Tullahoma are on the Coffee County side, and Winchester is in Franklin County, which borders Coffee County to the south.
US 41A runs between Winchester and Tullahoma, passing through Estill Springs at the upper end of Tims Ford Lake. The Middle Tennessee Industrial Development Association community profile lists US 41A and US 64 as four lane highways serving Winchester and puts access to Interstate 24 about 15 miles away. The same profile lists Winchester as 80 miles from Nashville and 45 miles from Huntsville, Alabama, with Huntsville International Airport 51 miles away and Nashville International Airport 91 miles away. Winchester Municipal Airport, a general aviation field, is about 3 miles from the city.
Size and history
The U.S. Census Bureau counted 9,375 people in Winchester at the 2020 Census. Franklin County had 42,774 residents in the same count, according to the industrial development association profile.
The Tennessee General Assembly created Franklin County in 1807 and named it for Benjamin Franklin. The county seat was named for General James Winchester, and the town was laid out in 1810, according to the Tennessee Encyclopedia. The City of Winchester explains that an 1809 act of the General Assembly named the town and set aside two acres at its center for a public square, and the town was incorporated in 1821.
Downtown
Winchester was certified as a Tennessee Main Street community in 2014, according to the Tennessee Department of Economic and Community Development, and it remains on the state's current list of Main Street communities. The city says it has been revitalizing its downtown. The Tims Ford Blueway brochure describes Winchester's historic district with antique shops, galleries and dining. The Franklin County Courthouse stands at 1 South Jefferson Street.
Tims Ford Lake
The City of Winchester describes the town as lying along the banks of Tims Ford Lake, a TVA reservoir on the Elk River. A Tims Ford State Park and TVA brochure lists the lake at 10,700 acres with 255 miles of shoreline. Tims Ford State Park, near Winchester, covers 3,546 acres and offers camping, cabins, a marina, trails and the Bear Trace golf course. The Tims Ford Blueway paddling trail links public access points from Estill Springs City Park down to Winchester City Park and the state park. For lake buying tips, see my Tims Ford Lake guide.
Arnold Air Force Base
Arnold Air Force Base is headquarters for the Arnold Engineering Development Complex, which the Air Force describes as a government owned, contractor operated test complex with more than 90 wind tunnels, engine test cells and other test units. Because the base sits between the three cities, Winchester is one of the towns people compare when they relocate for work there. My Arnold AFB relocation guide covers the basics.
Franklin County is not Coffee County
This is the most important point for anyone comparing Winchester with Manchester or Tullahoma.
- Property taxes. Winchester homes are assessed and taxed in Franklin County, not Coffee County. The Franklin County Property Assessor and Trustee are at 1 South Jefferson Street in Winchester. Ask for the current tax figures on any home you consider, and read my Coffee County property tax guide for how Tennessee assessments work.
- Schools. Public schools in the county are run by Franklin County Schools, a county system serving pre kindergarten through grade 12. Confirm the school assignment for the exact address with the district.
- County services. Permits, recording and other county services come from Franklin County offices in Winchester.
- Tullahoma addresses. Tullahoma reaches into Franklin County too, so a Tullahoma address can still fall on the Franklin County side. Check the county on every listing.
Utilities
The industrial development association profile lists Winchester Utility System for electric, water and sewer service in the city, with water drawn from Tims Ford Lake. Duck River Electric Membership Corporation serves areas of the county outside the city, and Elk River Public Utility District provides natural gas. Ask whether a home outside the city limits is on public water and sewer or a well and septic system. My septic guide explains what to check.
Buying a home in Winchester
- Decide how much the drive to work, Manchester or Tullahoma matters, and test it at the time of day you would make it.
- If a home is near the lake, ask whether the lot borders TVA land and whether any dock is permitted. TVA requires a Section 26a permit for docks and shoreline work.
- Look up the county, tax figures and school assignment for each address.
- Ask about utilities, especially outside the city limits.
