What changes when you leave Rutherford County

Moving From Murfreesboro to Manchester

A move from Murfreesboro to Manchester is a short move within Tennessee, so much of your life stays the same. You keep the same state laws, the same 25 percent residential assessment ratio for property taxes and the same state rule that wages are not taxed. What changes is your county. You leave the City of Murfreesboro and Rutherford County for Manchester and Coffee County, and that touches your property taxes, your car tags, your voter registration, your utility providers and your school district. This guide walks through those changes in the order most people run into them.

For the general relocation steps, see my Moving to Manchester guide. If you are coming from Davidson County, my guide to moving from Nashville to Manchester covers that move. For daily drive planning, my commuting guide has the details.

The drive down I 24

The Tennessee Department of Transportation mileage calculator lists Murfreesboro to Manchester at 33 miles. TDOT notes that its mileages are the approximate distance between cities by interstate, US or state marked highways. For comparison, the same calculator lists Murfreesboro to Nashville at 34 miles and Nashville to Manchester at 64 miles.

Interstate 24 is the main route. A 2013 TDOT corridor study describes the interstate through Rutherford County this way:

  • Exits 76 and 78. A large regional commercial area sits east of the interstate.
  • Exits 80 and 81. Industrial uses and travel oriented businesses. US 231 meets the interstate at exit 81.
  • Exit 89. Epps Mill Road, south of Murfreesboro. The study says development between exits 84 and 89 is more rural, and the land becomes more rugged south of exit 89.
  • Exit 97. State Route 64 and Beech Grove Road, the access point the study lists for Bedford County, near Beechgrove in Coffee County.

Coffee County has six interstate exits. These are the ones buyers headed to Manchester ask about most:

  • Exit 110. The state park brochure for Old Stone Fort State Archaeological Park says the park entrance is within two miles of this exit, by State Route 53 to US 41.
  • Exit 111. TDOT lists McMinnville Highway, State Route 55, at this exit, with commercial zoning nearby.
  • Exit 114. TDOT lists US 41, Hillsboro Boulevard, at this exit.
  • Exit 117. TDOT describes this as the primary access to the Arnold Engineering Development Complex, west of the interstate.

Your real drive time depends on where you start, traffic and the time of day, so test the drive at the hours you would make it before you commit to a home.

Property taxes: both counties reappraised in 2026

Tennessee uses one system statewide. The county assessor sets an appraised value, residential property is assessed at 25 percent of that value, and the tax is the assessed value divided by 100, times the local rate. In both counties, a home inside city limits pays a county rate and a city rate, and a home outside city limits pays the county rate only.

The Tennessee Comptroller's reappraisal schedule lists both Rutherford County and Coffee County with a last reappraisal in 2026, a next reappraisal in 2030 and a four year cycle. A reappraisal usually brings new rates, so it helps to know both years.

Here are the rates per $100 of assessed value for tax year 2025 from the Comptroller's published table, the most recent year the table shows:

  • Murfreesboro, inside city limits: $2.8288 combined, made up of a Rutherford County rate of $1.8762 and a city rate of $0.9526
  • Rutherford County, outside city limits: $1.8762
  • Inside Manchester city limits: $3.6299 combined, made up of a Coffee County rate of $2.1078 and a city rate of $1.5221
  • Coffee County, outside city limits: $2.331

For 2026, after the reappraisals:

  • Rutherford County: the county says its rate decreased to $1.4885 per $100 of assessed value, down from $1.8762, in the budget the County Commission approved on June 22, 2026.
  • City of Murfreesboro: Ordinance 26 O 22 levies $0.7529 per $100 of assessed value for the year 2026.
  • Coffee County: on June 23, 2026, the County Commission adopted Resolution 2026 15, which sets a uniform county rate of $1.4389, a county rate of $1.4749 on property inside Manchester and a county rate of $1.6283 in the rural area, for the fiscal year that began July 1, 2026.
  • City of Manchester: the city sets its own rate on top of the county rate. Ask the Tax Collections Office inside City Hall, 200 West Fort Street, (931) 728 4652, for the current city rate before you budget.

A lower or higher rate alone does not tell you the bill, because appraised values differ from county to county. Ask for the most recent tax bill on any home you are considering and compare dollars, not rates.

A few more differences to plan for:

  • Bill timing. The Coffee County Trustee mails notices in October. The payment period runs from the first Monday of October through the last day of February, and county taxes become delinquent on March 1. The Trustee is at 1341 McArthur Street, Suite A, Manchester, (931) 723 5128.
  • Tax freeze and tax relief. If you have a property tax freeze on your Murfreesboro home, the Comptroller says freeze benefits do not travel with the owner. You would need to qualify and apply again for the new home. Coffee County and the City of Manchester both take part in the state freeze program. My downsizing guide explains both programs.
  • More detail. My Coffee County property taxes guide walks through a sample calculation and the greenbelt program.

Your driver license address

The Tennessee Department of Safety and Homeland Security says you must report an address change within 10 days. You can change the address online through the Department's e Services site at no fee, at a self service kiosk or by mail. The Department says the law does not require the new address to be printed on your physical license, only on its records, and a post office box is not accepted as a residential address. Holders of a commercial driver license must change the address in person.

Car tags and vehicle registration

The Tennessee Department of Revenue says vehicles should be registered in the county where you live, so after the move your registration belongs with the Coffee County Clerk instead of Rutherford County. State law, TCA 55 4 131, says you must notify the state within 10 days after moving from the address on your title or registration, and the Department of Revenue says to make that change through your local county clerk. Update every vehicle registered in your name, because the Department notes that renewal notices are not forwarded.

The Coffee County Clerk's office is at 1327 McArthur Street, Manchester, (931) 723 5106, open Monday through Friday, 8 a.m. to 4:30 p.m. Once your record is updated, the Department of Revenue says you can renew online at tncountyclerk.com by choosing your county, at a self service kiosk, by mail or in person.

Voter registration

The Tennessee Secretary of State says a move to a different county is not treated as an update, and your registration does not transfer from Rutherford County to Coffee County. You need to register again in Coffee County, online or with an application to the county election commission, no later than 30 days before an election. If you register by mail, you must vote in person at your first election.

Utilities

Your Murfreesboro accounts stay with your Murfreesboro address, so plan new accounts for your closing date. Based on the Coffee County Industrial Board utility listing:

  • Electric. Duck River Electric Membership Corporation serves Manchester and much of Coffee County outside Tullahoma. It is a member owned cooperative with a district office in Manchester. Tullahoma Utilities Authority serves Tullahoma.
  • Water and sewer. The City of Manchester Water and Sewer Department serves the city limits and some areas of the county.
  • Natural gas. Elk River Public Utility District is the listed gas provider, but not every street has gas, so ask whether a home uses gas, propane or all electric.
  • Wells and septic. Outside public systems, a home may use a private well and a septic system.
  • Internet. Options in rural areas vary from road to road, so check the exact address if you work from home.

My utilities guide has the full list and a checklist.

Schools

Public schools around Manchester are run by Manchester City Schools, with its central office at 215 East Fort Street, and Coffee County Schools, with its central office at 1343 McArthur Street, which runs Coffee County Central High School. Inside Tullahoma, Tullahoma City Schools serves the city. School assignment depends on the exact address, so confirm zoning with the district before you write an offer.

For enrollment, the registration page for North Coffee Elementary on the Coffee County Schools site lists a certified birth certificate, a Tennessee immunization record on the state form, a school physical, a copy of the parent or guardian's driver license, two documents showing proof of residence such as a rent receipt or utility bill, a Social Security card and any custody papers. Requirements can vary, so check with the school your address is zoned for. My schools guide links to both districts.

If a student will keep classes in Murfreesboro, note that the Middle Tennessee Industrial Development Association profile for Manchester lists Middle Tennessee State University and the Tennessee College of Applied Technology in Murfreesboro among the regional higher education institutions, along with Motlow Community College in Tullahoma and the Tennessee College of Applied Technology in Manchester.

If you are looking at rural property

Coffee County outside the cities can bring features a home in Murfreesboro may not have. Before you write an offer, check:

  • Septic. Search the TDEC septic permit records for the address and consider a septic inspection. See my septic systems guide.
  • Well water. If the home has a private well, plan a water test. See my well water guide.
  • Flood zone. Look up the address on the FEMA Flood Map Service Center and ask your lender about flood insurance. See my flood zones guide.
  • Land, zoning and permits. Outside city limits, Coffee County Codes Compliance at 1329 McArthur Street handles zoning and building permits. See my land buying guide.
  • Greenbelt. Larger tracts used for agriculture or forest may qualify for present use value. See my greenbelt guide.
  • Manufactured homes. Labels, title and foundation rules matter for financing. See my manufactured and modular homes guide.

Before you write an offer

Print my home buyer checklist and bring it to showings. My buyer closing costs guide explains the Tennessee recording taxes, and my earnest money guide covers how deposits are held. If you need to sell your Murfreesboro home first, ask your lender early how that sale affects your approval and timing.
